Once you've decided to make your oes tsetnoc site a blog, which platform do you choose?
If you are going to go with a free blogging platform, such as WordPress (yourblog.wordpress.com) or Blogger (yourblog.blogspot.com), I would suggest Blogger. Blogger has free templates available that are modifiable and an easy to use interface.
The wonder of WordPress (plugins, theme options, customization, etc.) is not available to you as a free user on WordPress.com. In order to get the full benefits of WordPress, you have to use it on a self-hosted site (yourdomain.com).
If you are going to go with a self-hosted site, then I would suggest WordPress all the way. Tons of free themes, SEO plugins, and so much more become available to you. It's definitely the best blogging platform in terms of free extras and lots of support.
